  • Failures occur after the request reaches your system.
  • The issue is reproducible under controlled conditions.

When continuing to debug is unlikely to help

  • No inbound request reaches your infrastructure.
  • Delivery evidence cannot be independently verified.
  • The failure depends on external systems you do not control.

High uncertainty / stop-risk

  • You cannot obtain a ground-truth request.
  • Logs or claims from the sender are inconsistent.
  • Further debugging only increases sunk cost.

Verdict framing you can reuse:

  • “Continuing to debug is unlikely to help without a confirmed inbound request.”
  • “This failure is commonly external or non-actionable at the application layer.”
